Job Description

Pegasus is seeking resumes from interested personnel with Foreign Military Sales related experience to support the Deputy Assistant Secretary of the Army (DASA) for Defense Exports and Cooperation (DE&C)
Position Description: Licensing Officer in the Security Cooperation Integration and Exports Directorate of DASA-DEC. The licensing officer develops Army export policies and positions for Army weapon systems and platforms; reviews and actions (on a daily basis) commercial export and munition licenses for those systems and platforms; and recommends approval restrictions. Develops technology transfer and related restrictions and exceptions for exports of Army weapon systems and platforms. Reviews requests for third party transfers, excess defense article transfers, FMS cases, Memorandums of Understanding (MOUs), and project agreements. Coordinate policy and guidance with the Departments of State, Commerce, Defense, and the Army based upon ITAR, EAR, and licensing precedence. Provide assistance for Army-managed items and technologies that require exceptions to National Disclosure Policy (NDP).
Required skills/experience:
Must have an active Secret level security clearance. Must be proficient in the full MS Office suite of software (Outlook, Excel, Teams, Power Point, File Explorer, etc.). Able to read and apply government, legal, and technical documents related to export control and technology transfer. Be comfortable in a process-oriented work environment that often requires collaboration with co-workers via electronic and in-person means. Able and willing to work independently and look up/research answers once provided with the basic guidance and reference material. Must have had at least some previous DoD, Army, or Defense Contractor experience related to Foreign Military Sales (FMS), Direct Commercial Sales (DCS), Export Control, or Technology Transfer. Must be able to work in the office (a SCIF) and on SIPRNET at least 3 days a week even during the current telework environment. This will increase to 5 days a week once max telework policies are relaxed.
Desired skills/experience: The ideal candidate will have had previous exposure to both the Army and DoD Export Control/Technology Transfer processes and policies as an initial entry employee or as an intern in a government office. Some amount of experience with and/or knowledge of the International Traffic in Arms Regulations, Export Administration Regulations, and National Disclosure Policy is highly desired. Private sector experience (such as at a major defense contractor) with Export Compliance and/or DCS is extremely desired, but not required. General knowledge of FMS and/or DCS processes also highly desired. Familiarity and/or experience with Information Security and/or Foreign Disclosure processes desired.

Experience/Education

Must have three (3) years military experience in Security Assistance/International Affairs; OR have worked in a similar International Affairs position for a minimum of three (3) years. 
High School Diploma required
BS degree is desired. 

Qualifications/Skills

U.S. Citizenship is required. 
Person must be energetic, a quick study, and willing to quickly read and digest the government policies and laws which govern the export control business.  Ideally, the person will be hungry to learn about the very high demand, but not always well understood, world of export control and technology transfer.
Must be proficient in the full MS Office suite of software (Outlook, Excel, Teams, Power Point, File Explorer, etc.).

LRR/MRR Systems Engineer

Job Description

Candidate will provide support in oversight and technical expertise for the development, integration, testing, and operational/technical support for the Soldier Unmanned Aircraft Systems (SUAS) Product Management Office (PMO) within the Unmanned Aircraft Systems (UAS) Program Management Office. Candidate will support programs using Department of Defense (DoD) 5000.02, Middle Tier Acquisition (MTA), Other Transactional Authorities (OTA), and other non-standard acquisition strategies. Candidate will serve as the Systems Engineer for the Medium Range Reconnaissance (MRR) and the Long Range Reconnaissance (LRR) systems. A strong background in defense acquisition program management, systems engineering, testing, and simulation for system/interoperability analysis is required.

Duties

* Provide technical expertise and concise reports to management for the design, development, integration, testing, and sustainment of assigned systems within cost, schedule, and performance objectives.

* Supports trade studies, coordinate with stakeholders, and provides technical input to program documentation such as contract requirements packages, performance specifications, and statements of work.

* Responsible for system engineering activities to include development of statements of work, technical evaluation, standards compliance and certification, the development of technology roadmaps, system architecture, engineering change proposals, establishing obsolescence and sustainment strategies, Modular Open System Approach (MOSA), and interfacing with DoD and Army customers.

* Support fielded systems by identifying issues and instituting corrective actions.

* Establish, effectively communicate with, and maintain relationships with other team members to include prime contractors, engineers, logistician, program managers, and business team members.

* Support various functional discipline assessments/conformance/accreditation related activities to include airworthiness, safety, interoperability, information assurance, obsolescence, Reliability and Maintainability (RAM), and material release.

* Provide technical oversight of contracted works to include leading Integrated Product Teams (IPTs), working groups, analyzing contractor performance, identification of risk, development of courses of action, development of mitigations, and development of recommendations during all phases of the systems engineering process and product life cycle.

* Develop resource and funding requirement inputs for Program Objective Memorandum (POM), engineering services, and other efforts as required.

* Other related technical tasks as assigned.

* Travel requirements: 25%

Experience/Education

* 15 years of experience

* Accreditation Board for Engineering and Technology (ABET) accredited Bachelor of Science in Engineering is required.

* U.S. Army aviation-related technical experience desired.

* Program Management Office experience desired.

* UAS experience is highly desired.

* Model Based Systems Engineering (MBSE) experience/knowledge – desired

Qualifications/Skills

* US Citizenship is required.

* Current COR certification desired.

* Candidate must possess strong oral and written communication skills.

* Candidate must possess a proven ability to develop and provide reports to management with professional experience using Microsoft Office applications to include Outlook, Word, PowerPoint, Excel, and Project.
